Pieces can either be purchased at states, cities, and villages, or be created with other pieces. The cost of a piece that can be purchased is its base cost multiplied by the cost of the home good where it is being purchased. Associations and states can contract their moveable pieces to other associations and states for a fee. This contract lasts 1 year but can be renewed any time after it expires. These pieces will fly the flag of the flag of the association or state that commissioned them, an inverted flag of the state they are from, and the state flag of the empire that the association or state that commissioned them is part of, if applicable.
